South Korea: Framework Act on the Development of Artificial Intelligence and the Establishment of a Foundation for Trust (인공지능 발전과 신뢰 기반 조성 등에 관한 기본법)

Providers of high-impact AI, meaning systems that may seriously affect life, safety or fundamental rights in listed areas, must run a risk management plan, explain outcomes where technically feasible, protect users, keep human management and supervision, and keep documents showing their safety measures; users must be told in advance when a service runs on high-impact or generative AI. Providers of AI trained above a compute threshold must identify, assess and mitigate risks over the lifecycle, build a system to monitor and respond to AI safety incidents, and submit the results to the Minister.
