Federal Motor Vehicle Safety Standards; Modernization of FMVSS No. 108 To Accommodate ADS-Equipped Vehicles
The National Highway Traffic Safety Administration (NHTSA) proposes amending Federal Motor Vehicle Safety Standard (FMVSS) No. 108 so that certain requirements for manually operated turn signal, hazard warning signal and beam switching controls, and certain telltale requirements, apply only to vehicles with manually operated driving controls, and to allow cyan-colored Automated Driving System (ADS) marker lamps as optional equipment on ADS-equipped vehicles.

A signal's controls are the ones its record points at, the exposure; a case's controls are the ones its records show were absent or failed, so the two can differ.
What a signal is. A signal records what a primary record says; it assigns no fault. It is lighter than a case: one dated item from one record, tagged with the world, sector and controls it touches. It becomes a case when it meets the bar for one.
